Caleb Oluoch Wanga is a Kenyan security sector reform specialist with over 24 years of experience in peace and security programs across Kenya and Eastern Africa. He currently serves as the National Coordinator of Usalama Reforms Forum, a national civil society initiative focused on security sector reforms.
A World Bank–trained security analyst and community mobilizer, Caleb works closely with government institutions and local stakeholders to strengthen peace and security. He holds a Bachelor’s degree in International Relations from the United States International University–Africa and a Certificate in Peace, Elections Management, and Monitoring from the International Peace Support Training Centre, Nairobi.
Caleb is a Board Member of the International Code of Conduct Association (ICoCA) www.icoca.ch
and has contributed to shaping security sector reform laws through the Police Reforms Working Group in Kenya. He also co-coordinates the Sport for Safety Development Network, reducing youth vulnerability to crime through talent development under the Global Alumni Programme (GAP).
Since 2014, he has been a trainer at the Kenya School of Government’s Crime and Violence Prevention Series, a partnership with USIU and the World Bank. He is also an active member of the Private Security Industry and Civil Society Network in Kenya and the Africa Private Security Observatory, advancing governance and accountability in the private security sector across the continent.
Kabongah is a highly sought-after consultant and trainer with extensive experience across Africa. He has worked with international organizations, governments, and civil society groups, leading assignments in gender-responsive governance, mediation assessments, policy studies, stakeholder mapping, climate-sensitive WASH initiatives, and electoral and governance reviews. His work has supported institutions such as IGAD, UNDP, OHCHR, Science Africa, and Finn Church Aid, consistently translating research into actionable recommendations that strengthen programs and policies in complex contexts.
In addition to his consultancy work, Kabongah serves as an adjunct faculty member at United States International University–Africa (USIU-A), teaching development, conflict, governance, and international relations. He is also an accomplished author and editor, with publications on security, governance, and peacebuilding. Known for his analytical skills, leadership, and motivational management style, Kabongah continues to play a pivotal role in shaping policy, practice, and capacity building across Africa’s governance and peacebuilding landscape.
